The Department of Human Services will be holding a rules advisory committee (RAC) on January 15, 2019 from 8:30 am to 5:00 pm. Discussion will include amendments and clarifications to the current rule governing adult foster homes, as well as changes tot eh Adult Foster Home Rules, OAR chapter 411, division 50. Division 50 will be restructured in four separate divisions that include:

  • Chapter 411, division 49 Licensure
  • Chapter 411, division 50 Standards of Operations
  • Chapter 411, division 51 Standards of Care
  • Chapter 411, division 52 Complaints, Investigations and Sanctions

Previous RAC meetings addressing these changes were held in November 2018 and earlier this month. OACHP board members have participated throughout the RAC process advocating on behalf of adult foster homes in Oregon. While some changes are with merit, other changes in wording and intent are of concern. DHS has provided documents that have been highlighted for proposed new or amended language. In addition, they have used the "track changes" feature to show language that has been changed or removed based on feedback from the previous RAC meetings. You are encouraged to review the proposed rule changed thoroughly. If you can't participate in person, consider taking advantage of the call in option.
